She was born in Baku, Azerbaijan SSR, Soviet Union on 20 April 1973 and while her father is José Eduardo dos Santos (former President of Angola), her mother is Russian-born Tatiana Kukanova. Her parents met while her father was a student in the then Soviet republic of Azerbaijan.
Isabel studied at an all girls boarding school in Kent, Cobhall Hall School and later King’s College London where she graduated with a degree in Electrical Engineering.
